  • Bits: A programmer's aid 
    This free program helps you convert easily from RGB to HEX values, for selecting colors for a Web site. Bits also allows programmers to manipulate bits in a value or convert values. BITS makes it easy to shift or perform other operations on a 32-bit value, and to see the results visually.


  •  PerlAccess.com 
    Are you aiming to learn Perl? At this site, you'll find tutorials and free perl downloads. You can start learning how to program CGI scripts from scratch, or pick up on an advanced lesson.


  •  QBasic Pathfinder 
    A good starting point for anyone who is wanting to learn more about Basic (perhaps the easiest programming language to learn). This site lists QBasic resources, complete with rankings and descriptions.


  •  Hackman 
    Perhaps the best free hex editor and disassembler around, Hackman is bursting with features, including an advanced editor, a coder and decoder. Offered in English, as well as Greek, German and Dutch. (For Windows).


  •  Borland C++ Compiler 
    Here's a speedy, 32-bit C++ native code compiler, which Borland is now making available as a free download, along with associated command line tools. It includes the latest ANSI/ISO C++ compliance including the RTL, the STL framework and C++ template support. (For Windows).


  •  Planet Source Code 
    A must for programmers, this site serves up thousands of lines of free programming code. Categories include Visual Basic, Java, JavaScript, VBScript, Active Server Pages (ASP), and C/C++. Code here is all helpfully organized by category and there's a search engine to help you find what you need, quickly. Each example of coding is rated by visitors.


  •  SourceForge 
    A must for programmers, this major site offers a free hosting service for open-source developers. Here, you'll find a CVS repository, mailing lists, message forums, task management software, permanent file archival, full backups, and total Web-based administration.


  •  FreeMem Standard 
    Do your applications have the memory they need? This helpful freeware utility lets you easily free up the memory that your PC needs to run efficiently. Among other things, FreeMem lets you free up any amount of RAM with a simple mouse click. The commercial Professional version adds a couple of extra features. (For Windows).


  •  Programmer's File Editor 
    (Note: this program is no longer being updated, but it is still available at the site). A free, large-capacity, multifile editor that's a must for any programmer. Programmer's File Editor has cool features like the ability to run compilers and development applications (but it's an excellent editor for any purpose, programming or otherwise). It's very handy for fast & easy sourcefile creation and editing. (For Windows).
